SAPA TV is a not-for-profit Public, Education and Government Access Channel. The station provides a variety of video production and training services to area residents and social-service agencies interested in producing programs to help better their community.

The Station is funded by the "PEG Access Fee"; a small percentage of each cable subscriber's monthly bill. Law prohibits SAPA TV from selling commercial ad space on the access channel or otherwise using the station in a commercial manner. A volunteer Board of Directors oversees the general operation of the access channel.

Springfield Area Public Access Corporation was formed in June of 1998 and the station began broadcasting in August of 1999. The station is located in room C-211 of Springfield High School. Every program seen on SAPA TV is sponsored by a local resident of Chester, Springfield, or Weathersfield (Perkinsville & Ascutney). The locally produced shows were produced with the help of our many dedicated volunteers. These volunteers are your friends and neighbors and live busy and diverse lives. People of all ages and walks of life are encouraged to be part of the access channel.

Free membership is open to citizens of and people who work in Springfield, Chester and Weathersfield. Upon completion of a basic video production workshop, members may use SAPA TV video production equipment, studio facilities and editing equipment. Members are also eligible to take part in any other station activities.

The original Channel designation was Channel 13.

Statewide the Public Access channels
were designated Channel 8 in Feb. 2002.

Because of the quantity of the shows we were producing and airing throughout the week, SAPA TV qualified for a second channel and began broadcasting on Channel 10 as well as Channel 8 in September of 2002.

Channel 8 carries the Public programs - such as the church services, ......Miller Art Center Programs, Hospital Lectures, programs from the VAULT, and Garden Club Shows.

Channel 10 carries the Education and Government programs - such as; School sports, school programs, High School guidance information, School Board and Select Board Meetings.
